Abstract

The article considers the issue of increasing the investment attractiveness of mineral resources regions through the implementation of infrastructure projects. The purpose of the study is to form an economic mechanism to support the implementation of infrastructure projects necessary for the development of mineral resources centers in Russia. The author carried out a conceptual analysis of the development of mechanisms to support infrastructure projects in the world and in the domestic practice. Based on the disclosure of methodological foundations, this article presents an arrangement of an economic mechanism for supporting infrastructure projects, taking into account the legal framework, organizational features and financial technologies. The legal framework for the project support mechanism includes the actual legislative regulations in the mineral resources sector, and their general provisions are imaged in a certain organizational and economic arrangement founded on the national legal model. The organizational and economic arrangement of the support of infrastructure projects represents an integrated mechanism of interaction of different structures on the basis of contracts concluded between a design company and many market participants. Being developed at the national level, the Project Financing Factory tool can stimulate investment activity in the regions where projects are introduced, and can improve implementation of the projects in terms of finance. The successive use of the described tools makes it possible to enhance effectiveness of infrastructure projects, which reflects upon attractiveness of investment in the mineral resources regions. The presented recommendations on validation of the organizational and economic arrangement for the application of the project support mechanisms can be used in financial and economic backup of the lines of strategic development in the regions of mineral resource specialization in Russia.
